The invention discloses a boom control system and a high-altitude operation machine, and the boom control system comprises a telescopic boom hydraulic circuit which comprises a telescopic boom and a bidirectional hydraulic pump; a rechargeable battery and a motor driver; the controller is configured to determine that the telescopic boom is in a boom retraction state, the horizontal inclination angle of the telescopic boom is larger than a preset critical inclination angle, and the rechargeable battery is allowed to be charged; the power generation motor stops driving the bidirectional hydraulic pump; a rodless cavity of the boom telescopic oil cylinder returns oil to drive the two-way hydraulic pump to work and drive the power generation motor to generate power; and the current direction of the motor driver is controlled, so that the power generation current of the power generation motor charges the rechargeable battery through the motor driver. Through logic control over an oil way, the boom oil cylinder retracts under pushing of the gravity of the boom oil cylinder, rodless cavity oil return oil drives the two-way hydraulic pump to drive the power generation motor to generate power, the motor driver is used for enabling current to reversely charge the battery, and boom retraction energy recovery at a certain angle is achieved.
