Comprising a shell, an insulating sleeve, an electromagnetic iron core, a coil and an underwater cable, the insulating sleeve is arranged in the shell, the upper end of the electromagnetic iron core penetrates through the insulating sleeve and the shell and then is locked through a locking nut, the lower end face of the electromagnetic iron core is an adsorption face used for adsorbing a throwing object, and the underwater cable is connected with the coil. The electromagnetic iron core generates a magnetic field to attract the throwing object, and the throwing of the throwing object is realized through the power failure of the coil. A power-down load rejection mode is adopted, the stability of the system is greatly improved, the load rejection state of the ballast is controlled through circuit on-off of the coil, and the purposes of high reliability, rapid response, simple structure and convenient installation are achieved.
