According to the method, a driving working condition is divided into a congestion section (a low-speed area) and a non-congestion section (a medium-high-speed area), the end time of the congestion section is taken as a boundary, an SOC target response track is divided into a consumption stage and a recovery stage, and then an adaptive energy management strategy under the congestion condition is provided on the basis of the division. Based on PID equivalent factor adaptive control, an energy management strategy including control flow parts such as working condition congestion condition analysis, division and judgment is provided by directly introducing a driving working condition, so that the hybrid electric vehicle not only can improve the fuel economy, but also can greatly improve the calculation efficiency; therefore, the energy management strategy can meet the requirement of real vehicle control for algorithm instantaneity, and a theoretical foundation is laid for real-time optimization and application of the energy management strategy.
