According to the method, the current starting mode of the fuel cell is reasonably determined in combination with the last shutdown mode under the condition that the temperature of the fuel cell stack is relatively low, so that the environmental adaptability of the fuel cell vehicle is improved, the starting strategy of the fuel cell is innovated, and the probability of starting failure of the fuel cell is reduced; the starting robustness and application range of the fuel cell are improved, and the fuel cell stack is prevented from being damaged.
