The invention provides an electronic mechanical braking device for radial integrated ratchet wheel parking and a vehicle. The motor shaft of the brake motor in the electronic mechanical brake device is used for rotating in the direction and driving the friction plate to abut against the brake disc. The two ratchet wheels are oppositely arranged in the axial direction of the brake motor, one ratchet wheel is used for being in transmission connection with the motor shaft, and the other ratchet wheel is meshed with the ratchet wheel. The axial driving piece is used for driving the other ratchet wheel to be meshed with the ratchet wheel in the axial direction of the brake motor. The circumferential limiting piece is used for limiting the rotation angle of the other ratchet wheel in the two meshed ratchet wheels in the other direction. The radial driving piece is used for sliding in the radial direction of the brake motor and driving the other ratchet wheel to move away from one ratchet wheel in the axial direction of the brake motor so as to release meshing with the ratchet wheel. According to the electronic mechanical braking device, a ratchet wheel parking mechanism is integrated in the radial direction, and the axial size of the electronic mechanical braking device is compressed.
