The system comprises an environment sensing device used for obtaining multiple pieces of environment information of a water area where a ship is located; the processor is used for dividing the multiple pieces of environment information into controllable environment information and uncontrollable environment information based on the change condition of the environment information in the historical reference time period; periodically acquiring multiple pieces of environment information at a first moment, and determining a first navigation control parameter based on the multiple pieces of environment information at the first moment; obtaining uncontrollable environment information at a second moment, and correcting the first navigation control parameter based on the uncontrollable environment information at the second moment; the second moment is located between the adjacent first moments; sending the first navigation control parameter or the corrected first navigation control parameter to a motion control device; and the motion control device is used for generating a control signal based on the first navigation control parameter so as to control the ship propeller.
