The invention provides a method and a system for estimating a lower boundary control starting threshold value of an emergent traffic event. The method comprises the following steps: acquiring road network historical traffic flow data collected by a section detector in a conventional traffic state; estimating a boundary control starting threshold point in a normal state according to the road network historical traffic flow data; determining the vulnerability index of the incident road section according to the influence of the sudden traffic incident on the road network vehicle delay; determining a corresponding correction parameter according to the influence of the sudden traffic event on the road network operation efficiency; determining a reduction factor according to the vulnerability index and the correction parameter of the incident road section, and estimating a lower boundary control starting threshold point of the sudden traffic incident through the reduction factor and a lower boundary control starting threshold point in a conventional state; the method has the following beneficial effects that the boundary control starting threshold value point under the sudden traffic event can be estimated, so that the prediction accuracy and practicability of relieving traffic jam and delay under the boundary control condition can be improved.
