The invention provides a laser radar cooling system and a moving object. The laser radar cooling system comprises a laser radar, the laser radar comprises a shell assembly and a laser, a containing space is formed in the shell assembly, and the laser is located in the containing space; the laser radar mounting base is provided with a bottom plate which is used for bearing the laser mine and can conduct heat; the air cooling system comprises an air guide channel, the air guide channel is at least partially arranged below the bottom plate piece of the laser radar mounting base, and the air guide channel is provided with an air inlet and an air outlet; and the energy storage cooling system comprises an energy storage module, the energy storage module is located in the accommodating space and is formed by a closed space, the energy storage module is filled with a phase change material, and the laser is arranged to be in contact with the lower part of the energy storage module.
