The system comprises a hydraulic braking unit, a hydraulic energy recovery unit, a hydraulic driving unit and a low-pressure oil storage unit, the hydraulic braking unit multiplexes the hydraulic driving unit; the hydraulic braking unit is provided with an upper cavity oil way connected with the hydraulic energy recovery unit and a lower cavity oil way connected with the low-pressure oil storage unit, and the upper cavity oil way and the lower cavity oil way are mutually converted; the hydraulic braking unit is driven by wheels to rotate to generate reverse braking force when receiving a pedal stepping instruction of a user, and hydraulic oil of the low-pressure oil storage unit passes through a lower cavity oil way and an upper cavity oil way to press a hydraulic oil pump to the hydraulic energy recovery unit; when the pressure in the hydraulic energy recovery unit reaches a preset value, the hydraulic drive control unit receives a drive control instruction to enable hydraulic oil in the hydraulic energy recovery unit to be released to the low-pressure oil storage unit through the upper cavity oil way and the lower cavity oil way, and the hydraulic drive unit rotates; the hydraulic driving unit drives the wheels to operate.
