The invention relates to the technical field of photovoltaic module cleaning, in particular to a photovoltaic module cleaning system and device based on a mooring unmanned aerial vehicle, and the system comprises a photovoltaic module cleaning unmanned aerial vehicle which is used for spraying water flow to clean a photovoltaic module; the pipe coiling device is used for coiling the mooring water pipe connected with the photovoltaic module cleaning unmanned aerial vehicle; the water storage tank is used for storing a water source and is connected with the pipe coiling device through a water pipe; the mooring cable take-up and pay-off device is used for taking up and paying off the mooring cable connected with the photovoltaic module cleaning unmanned aerial vehicle; the generator is used for supplying power to the mooring cable take-up and pay-off device and the mooring cable; the ground station is used for receiving and recording the flight state information and the flight control instruction of the photovoltaic module cleaning unmanned aerial vehicle; according to the photovoltaic module cleaning system based on the mooring unmanned aerial vehicle, limitation of terrains and other specific conditions can be effectively avoided when the photovoltaic module is cleaned, and the applicability of the device is improved.
