When mounting horizontally oriented rotor blades to a hub of a horizontal axis offshore wind turbine, a blade motion synchronization and positioning device is used that includes a wind turbine coupler, a blade coupler, a motion arm between the wind turbine coupler and the blade coupler, and a controllable motion arm actuator assembly. The method includes bringing and maintaining the blade coupler to and in a motion compensation receiving position in which the arm is manipulated to compensate for sea conditions and/or wind induced tower top motion. In the receiving position, the coupler is coupled to a blade suspended from the crane. The actuator assembly is then operated to gradually enter the coupled blade into a horizontal movement synchronized with the overhead movement, then maintain the horizontal movement and move the coupled blade root to the pre-installed position. A mounting movement is then performed in which the blade root is moved to the mounting position and the blade root is fastened to the mounting structure by a fastener.
