A vehicle-mounted signal subsystem ATP issues an operation plan, generates an operation task according to the current position of a train, autonomously calculates the demand for trackside resources, and applies for resources from a trackside resource management subsystem WRC; the trackside resource management subsystem WRC is responsible for managing resource application and release of the whole line and performing allocation, locking and unlocking control on resources, so that the safety of resource allocation is ensured, meanwhile, resource requests which come from different trains and do not have conflicts are responded, and the efficiency of the system is improved; the turnout resource management is refined, turnout resources are fully utilized, the turn-back interval of an urban rail train control system is shortened, and the urban rail transport capacity is improved.
