The method comprises the following steps: determining a target operation duration of a fuel cell according to road condition information of a driving route of a vehicle and an initial SOC of a power cell; when the current SOC of the power battery is not larger than the first threshold value, the fuel battery is controlled to start and stop after running for the target running duration, the running duration of the fuel battery is determined according to the road condition information of the driving route and the initial SOC of the power battery, and the starting opportunity is determined according to the current SOC, so that starting and stopping control over the fuel battery is achieved; the fuel cell is started once in the process of a single driving route, so that the starting and stopping times of the fuel cell are reduced, the loss of the fuel cell caused by frequent starting of the fuel cell is reduced, and the purpose of prolonging the service life of the fuel cell is finally achieved.
