The invention discloses an electric rotor wing folding system and an electric aircraft. The electric rotor wing folding system is used for folding rotor wing blades of a rotorcraft or a tilt rotorcraft. The system comprises a rotor wing folding controller, an electric control steering engine, a rotor wing driving motor, a collector ring and a folding actuator, wherein rotor wing folding control software is integrated in the rotor wing folding controller; the electric control steering engine is installed on the main speed reducer platform and used for driving the blades to change the pitch, and helicopter attitude control is achieved. The rotor driving motor is used for driving the rotor shaft to rotate; a communication interface of the angular displacement sensor on the collector ring is integrated on the rotor wing driving motor, and the collector ring comprises a rotating ring and a non-rotating ring and is used for realizing electric connection between the rotating rotor wing and the non-rotating machine body; an angular displacement sensor is integrated on the collector ring and is used for reading the angle of a rotor disc paddle in real time; the folding actuators are installed on the rotor wings and located between the blades and the propeller hub, and one folding actuator is installed on each blade. The folding actuator is composed of an actuating mechanism and a controller.
