The method comprises the following steps: acquiring an operation parameter and a first driving parameter of a target vehicle in a current travel; identifying the road condition in the current travel according to the operation parameters; and calling a second driving parameter of the target vehicle in the historical journey of the road condition, and performing optimization calculation on the first driving parameter and the second driving parameter by taking the lowest oil consumption as a target so as to control the target vehicle in the future journey of the road condition according to an optimization calculation result. According to the invention, the road condition of the current journey is identified, and the driving parameters of the historical journey and the current journey under the road condition are optimized and calculated to obtain the driving parameter with the lowest oil consumption under the road condition, so that the energy management control is carried out on the target vehicle in the future journey under the road condition; therefore, the energy management control strategy of the hybrid electric vehicle does not need to be calibrated, iteration optimization calculation can be continuously carried out in the actual driving stroke of the vehicle, and the power requirements of different regions can be met.
