The vehicle control unit includes a controller (7a, 49a) configured to perform a state transition from a starting state to a normal control state after a power supply system (46) of the vehicle is started. The activated state is a state in which preparation processing necessary for performing a state transition to a normal control state can be executed by controlling the operation member (3) to automatically move. The controller (7a, 49a) is configured to, in an activated state, execute: a forced end condition determination process that determines whether a forced end condition is satisfied, the forced end condition indicating that the execution of the preparation process is forced to end from the start of the execution of the preparation process; a compulsory ending process of compulsively ending the preparation process being executed when the compulsory ending condition is satisfied; and a notification process for notifying the driver of the forced completion of the preparation process.
