The cooling and lubricating device comprises a first shell, a middle connecting plate, a second shell, an oil pump and an oil cooler; the first shell and the second shell are arranged on the two sides of the middle connecting plate respectively, a first cavity for containing the generator is formed between the first shell and the middle connecting plate, and a second cavity for containing the motor and the transmission shaft system is formed between the second shell and the middle connecting plate. The middle connecting plate is provided with an oil suction port and spraying pipes extending to preset positions of the first cavity and the second cavity respectively, the middle connecting plate, the first shell and the second shell are provided with oil duct sets which are communicated with one another and communicate the oil suction port with the spraying pipes, an oil inlet and an oil outlet of the oil pump are connected to the oil duct sets, and an oil inlet and an oil outlet of the oil cooler are connected to the oil duct sets. According to the cooling and lubricating device, the assembling efficiency is improved, the machining cost is reduced, and meanwhile the lubricating effect of the double motors of the driving system and the transmission shaft system is improved.
