A four-degree-of-freedom anti-swing boat lifting device comprises a base, a lifting arm connected with the base through a lifting arm rotating shaft, a lifting winch arranged on the lifting arm, an oil cylinder connected with the base and the lifting arm, a corner pulley arranged on the lifting arm, a connecting arm horizontally arranged at the top end of the lifting arm and an anti-swing structure arranged on the connecting arm. The hook is arranged below the anti-swing structure; the hook is connected to the hoisting winch through a steel wire rope, and the steel wire rope sequentially penetrates through the corner pulley and the anti-swing structure. The anti-swing structure comprises a head pulley arranged on the connecting arm, a first anti-swing oil cylinder connected between the anti-swing cylinder and the head pulley, and a second anti-swing oil cylinder connected between the head pulley and the connecting arm; the steel wire rope penetrates through the interior of the anti-swing cylinder, the first anti-swing oil cylinder limits swing of the anti-swing cylinder, and the second anti-swing oil cylinder limits swing of the head pulley. According to the invention, the swinging of the offshore hanging boat in the retracting and releasing process is well buffered.
