The invention provides an automatic driving system, a machine readable storage medium and an apparatus for a host vehicle. The system comprises: an interface for obtaining sensed data of an environment in the vicinity of a host vehicle; a processing device configured to: determine a planned navigation action for achieving a navigation target of the host vehicle; identifying a target vehicle in the environment of the host vehicle from the sensed data; predicting a following distance between the host vehicle and the target vehicle that would result from taking the planned navigation action; identifying a defined braking capability, a defined acceleration capability, and a longitudinal speed of the host vehicle; determining a host vehicle braking distance based on an evaluation of the defined braking capability, the defined acceleration capability, and the longitudinal velocity of the host vehicle; determining a target vehicle braking distance based on an evaluation of (i) a longitudinal velocity of the target vehicle and (ii) a maximum braking capability of the target vehicle; when the predicted following distance of the planned navigation action is greater than the minimum safe longitudinal distance, the host vehicle is caused to implement the planned navigation action.
