The rudder comprises a rudder body, a shaft and gear integrated rudder ball, thrust fins, a shaft and gear integrated rudder blade, a rudder ball rotating mechanism and a rudder blade rotating mechanism, the thrust fins are arranged on the two sides of the shaft and gear integrated rudder ball, and the shaft and gear integrated rudder ball is rotationally arranged on the rudder body; thrust fin grooves are formed in the positions, at the upper end and the lower end of the shaft-gear integrated rudder ball, of the rudder body, the two thrust fins are matched with the two thrust fin grooves in an embedded mode respectively, and shaft-gear integrated rudder blades are arranged on the outer sides of the thrust fin grooves in a rotating opening and closing mode. The device is mainly used for a ship hydrodynamic energy-saving device.
