Systems and methods for navigating a host vehicle are provided. The system includes a processing device programmed to receive an image representative of an environment of a host vehicle; determining a planned navigation action based on the driving strategy; analyzing the image to identify a target vehicle in the environment of the host vehicle; determining a next state distance between the host vehicle and the target vehicle that would result from taking the planned navigation action; determining a maximum braking capability, a maximum acceleration capability, and a current speed of the host vehicle, and determining a current stop distance of the host vehicle based thereon, the maximum braking capability determined based on factors associated with the host vehicle or its environment; determining the current speed of the target vehicle, and assuming the maximum braking capacity of the target vehicle based on the identified characteristics of the target vehicle; if the current stop distance of the host vehicle is less than the sum of the next state distance and a target vehicle travel distance determined based on the current speed of the target vehicle and the assumed maximum braking capability of the target vehicle, a planned navigation action is performed.
