The invention belongs to the technical field of intelligent traffic systems, and particularly discloses a vehicle-mounted network channel congestion control method and system based on a regional risk factor, and the system evaluates the driving risk of a single vehicle by using a combined fuzzy reasoning method based on a driver factor, a vehicle factor and an environment factor which influence the driving safety; the driving risk of the road area is evaluated, and the driving risk short-term prediction is carried out on the road area by using a convolutional long-short-term memory neural network; constructing a non-cooperative game model, and incorporating the driving risk and the safety message of the road area where the vehicle is located into a utility function of the non-cooperative game model; and solving the utility function to obtain an equalization strategy for channel congestion control of the vehicle-mounted network. By adopting the technical scheme, the influence of the interaction of the driver factor, the vehicle factor and the environment factor on the driving risk can be comprehensively and effectively evaluated, and a more comprehensive and more accurate driving risk evaluation result can be obtained.
