The electromagnetic braking device comprises a friction plate, an external part, a middle part and a plurality of magnetic plates, wherein the friction plate is connected with the rotating shaft into a whole; the middle part is arranged between the friction plate and the external part; at least one of the outer part or the middle part is a magnetic part, and at least one electromagnetic actuating mechanism and at least one mechanical actuating mechanism are arranged in the other of the outer part or the middle part; the middle part is configured to move along a first direction (namely a braking direction) and towards the friction plate under the action of at least one mechanical actuating mechanism and move along a second direction opposite to the first direction and towards the outer part under the action of at least one electromagnetic actuating mechanism; the plurality of magnetic plates are independent of one another and can be moved in translation between the intermediate part and the outer part under the action of at least one mechanical actuating mechanism and/or at least one electromagnetic actuating mechanism.
