The rotating part is in a hollow cylinder shape, one end of the rotating part is a closed end, the other end of the rotating part is an open end, the first connector stretches into the rotating part from the open end, the two ends of the first rotating wheel are rotationally connected with the rotating part respectively, a gap is formed between the first connector and the rotating part, and the rotating part can rotate in the circumferential direction of the first rotating wheel. On the basis, the handlebar rod can control tires to rotate more smoothly, the situation that all the components are seriously abraded due to large local stress is avoided, and flexible control over rotation is effectively kept.
