A system and method for inferring a stop line for a vehicle at an intersection is provided. The system includes a processor configured to detect, from accessed map data, that a traffic control measure is located prior to an intersection and determine whether a stop line for the detected traffic control measure is drawn. The processor, in response to determining that the stop line is not drawn, identifies a restricted lane and inferes a stop line. The processor inferes a stop line by identifying a lane segment of a second road intersecting with the first road at the intersection as a nearest lane conflict and advancing the location of the entry line by a distance toward the nearest lane conflict as an intermediate stop line, until the intermediate stop line is a target distance from the nearest boundary of the nearest lane conflict to form an inferred stop line.
