The invention discloses a vehicle idle speed control method and device and a hybrid power vehicle. The method comprises the steps that based on vehicle control information of a target vehicle, it is determined that the target vehicle enters an idle speed control state; in the idle speed control state, in response to the fact that the current battery capacity of the target vehicle is higher than a first threshold value, motor rotating speed control is conducted on the target vehicle according to a first control instruction, and in response to the fact that the current battery capacity is lower than a second threshold value, motor rotating speed control and engine torque control are conducted on the target vehicle according to a second control instruction; wherein the first control instruction is determined by a first target idle speed corresponding to the target vehicle in an electric driving state, and the second control instruction is determined by a second target idle speed corresponding to the target vehicle in a hybrid driving state and a target idle torque. The technical problems that a vehicle idle speed control method provided by the related technology is low in accuracy and poor in whole vehicle comfort are solved.
