The invention discloses an over-charge and over-discharge optimization and self-adaptive control method for a lithium battery and super capacitor composite energy storage system in the field of batteries, which comprises the following steps of: 1) dividing SOC (State of Charge) of a lithium battery and a super capacitor into a discharge prohibition area, a discharge warning area, a normal working area, a charge warning area and a charge prohibition area, and 2) performing over-charge and over-discharge optimization; 2-1) when the charge states of the lithium battery and the super capacitor are in a discharge warning area or a discharge prohibition area, the discharge request cannot be completely met, and the discharge power is adjusted; (2-2) when the charge states of the lithium battery and the super capacitor are in a charging warning area or a charging prohibition area, the charging request cannot be completely met, and the charging power is adjusted; according to the method, the stabilizing effect of the hybrid energy storage system on renewable energy power fluctuation can be improved, and the accumulative charging and discharging energy of the storage battery is greatly reduced.
