The invention discloses a locked-rotor protection method for a motor in an electric power steering system. The locked-rotor protection method specifically comprises the steps that S1, the maximum current limiting value and the minimum protection value of output current of the motor are determined; s2, the steering torque and the steering angular speed of a steering wheel connected with the electric power steering system are detected, motor output currents are detected, if the detected steering torque is not smaller than a set torque threshold value, the steering angular speed is zero, and the motor output currents are detected to be not smaller than the maximum current limiting value within the first set time, the step S3 is executed, and otherwise, the step S5 is executed; s3, the output current of the motor is reduced according to a set current reduction strategy, whether the steering torque is smaller than a set torque threshold value or not is continuously detected, if yes, the step S5 is executed, and if not, the step S4 is executed; s4, detecting whether the output current of the motor is greater than the minimum protection value, if so, turning to S3, and otherwise, keeping the output current of the motor at the minimum protection value; and S5, determining the output current of the motor according to the current control strategy of the electric power steering system.
