The invention discloses an urban parking management system and method based on mobile visual inspection, and the method comprises the steps: transmitting the time when a vehicle is parked in or leaves a parking space and the parking number of the parking space corresponding to the vehicle to an intelligent parking cloud platform when it is detected that the vehicle is parked in or leaves the parking space; the intelligent parking cloud platform is used for sending a parking space number of a parking space corresponding to the vehicle to the mobile visual inspection terminal; the mobile visual inspection terminal is used for moving to the position of a vehicle according to the parking number of a parking space corresponding to the vehicle, obtaining license plate information of the vehicle and sending the license plate information to the intelligent parking cloud platform. The intelligent parking cloud platform is used for generating payment information according to the license plate information of the vehicle, the time when the vehicle is parked in the parking space and the time when the vehicle leaves the parking space, and sending the payment information to the traffic management cloud platform; and the traffic management cloud platform is used for searching the bound mobile phone number according to the license plate information of the vehicle and sending the payment information to the client according to the mobile phone number. According to the invention, intelligent management of urban parking is realized.

    本发明公开了一种基于移动式视觉巡检的城市停车管理系统和方法,当检测到车辆停入或离开停车位时,将车辆停入或离开停车位的时间以及车辆对应停车位的泊位号发送至智慧停车云平台;智慧停车云平台用于将车辆对应停车位的泊位号发送至移动式视觉巡检端;移动式视觉巡检端用于根据车辆对应停车位的泊位号移动至车辆所在位置,获取车辆的车牌信息并发送至智慧停车云平台;智慧停车云平台用于根据车辆的车牌信息、车辆停入停车位的时间以及离开停车位的时间生成缴费信息,并将缴费信息发送至交管云平台;交管云平台用于根据车辆的车牌信息查找绑定的手机号,根据手机号将缴费信息发送至客户端。本发明实现了城市停车智慧化管理。
