A plurality of through grooves are formed in an elastic part, an opening with a wedge-shaped part of which the aperture is gradually reduced is formed in a mounting device for mounting the damper, and when the damper is mounted, the elastic part is extruded by the wedge-shaped part in the circumferential direction to generate plastic deformation, so that the frequency of the damper is changed; and the dampers with different frequencies are obtained by adjusting the final mounting positions of the dampers.
