The invention discloses a system and a method for electromagnetically launching a satellite in a near space. The system comprises an airship system, an electromagnetic launching system and a satellite system, the airship system runs in a near space range with the height of 20-100 km, is used for bearing an electromagnetic launching system and a satellite system and comprises a large air bag and a supporting structure system thereof, an energy system based on a flexible thin film solar cell array and an energy storage device, a pneumatic control surface and flight control system, a task management system and an electric propeller propelling system. The electromagnetic launching system is arranged below the airship system, is used for providing the speed required by a satellite to enter a low earth orbit space, and comprises a launching control system, a linear motor driving system and a linear acceleration orbit system; and the satellite system is an electromagnetic emission microminiature spacecraft system. The invention provides a platform and a method for small satellites to enter space, and the platform and the method have the characteristics of reusability, safety, reliability, rapidness, high efficiency and high flexibility.
