The invention relates to a rotary launching device and method capable of continuously launching satellites, the device comprises a base mechanism, a launching cabin, a rotary supporting mechanism, a plurality of releasing mechanisms, a filling mechanism and an accelerator, and the base mechanism comprises a base and a connecting shaft; the launching cabin comprises a launching cabin body and a launching cylinder communicated with the launching cabin body, and the launching cabin body is rotationally connected to the connecting shaft; the rotary supporting mechanism comprises a plurality of supporting arms which are uniformly arranged in a radial shape along the circumference by taking a rotating point as a center; the plurality of releasing devices are respectively and correspondingly arranged at the tail ends of the supporting arms and are used for locking/unlocking the carriers at the tail ends of the corresponding supporting arms; the filling device is located in the launching cabin and used for filling the tail ends of the multiple supporting arms with carriers; the accelerator is fixed to the connecting shaft and used for driving the rotary supporting mechanism to rotate. According to the rotary launching device capable of continuously launching the satellites, the carrier carrying the satellites is launched to the preset orbit through centrifugal force, the device can be repeatedly used, and the launching cost is low.
