The invention relates to a spent fuel plant external transportation container lifting appliance and a working method, the spent fuel plant external transportation container lifting appliance comprises a frame and corner blocks located at the corner points of the frame, each corner block is provided with an upper lifting lug connected with a shackle and a lower lifting lug connected with a connecting rod, and the frame comprises a fork supporting beam, a long supporting beam and a short supporting beam; the corner blocks are connected with the fork supporting beams, the long supporting beams and the short supporting beams through dovetail grooves in the side faces and are fixed through cover plates connected to the corner points of the frame. The lifting appliance of an assembly structure is formed by dovetail grooves in the side faces of angle blocks and components in a frame, the angle blocks located at the corner points of the frame are main components for bearing loads, upper lifting lugs and lower lifting lugs of the angle blocks bear pulling force, and the three dovetail grooves in the side faces bear positive pressure transmitted by a fork supporting beam, a long supporting beam and a short supporting beam respectively. The three loads intersect at one point and are matched with a frame structure, so that the stress of the lifting appliance is balanced, and the lifting requirement of the spent fuel transportation container is met.
