The invention relates to virtual power plant frequency control, in particular to a virtual power plant frequency modulation method considering participation of an electric vehicle. The method solves the problems that the power consumption of the current virtual power plant load side is increased, the complexity is increased, and the peak-valley difference of the power system is continuously increased. Comprising the steps of 1, obtaining a voltage equation of a synchronous generator; step 2, derivation simplification is carried out on the armature induced electromotive force; step 3, obtaining an electromagnetic torque and a torque equation; step 4, obtaining active power and reactive power generated by the virtual synchronous generator; 5, building a single-region system frequency modulation model; step 6, obtaining an area control deviation signal; 7, calculating upper and lower limits of charging and discharging power; 8, the electric vehicle is regarded as a virtual synchronous generator; step 9, establishing a transfer function reflecting the power output response characteristics of the charger; step 10, making a charging plan; step 11, participating in frequency modulation of the power system; and step 12, determining a weighting coefficient of the electric vehicle participating in system frequency modulation.
