The controller has a first command calculation unit and a control command output unit. The first command calculation unit outputs a first command value for a damping force of a first target amount by inputting a plurality of different pieces of information and using a learning result obtained by machine learning in advance. The control command output unit restricts the first command value and outputs the first command value as a control command when the vehicle state quantity acts in a direction in which the vehicle state quantity becomes larger than a predetermined value by controlling the variable damper on the basis of the first command value.
