The invention discloses an offshore floating photovoltaic and hydrogen production coupling system which comprises a floating photovoltaic array, a hydrogen production system and an intelligent mobile energy storage platform. The hydrogen production system is installed in the intelligent mobile energy storage platform, hydrogen generated by the hydrogen production system is directly stored on the intelligent mobile energy storage platform, and the floating type photovoltaic array is used for offshore photovoltaic power generation and is dragged by the intelligent mobile energy storage platform to move; the intelligent mobile energy storage platform is used for movement, mooring anchoring, energy storage and intelligent regulation and control of the system. According to the system, the problems of new energy production and storage are solved, the photovoltaic power generation process and the seawater hydrogen production process are synchronously carried out, efficient utilization and storage of solar energy are achieved, abundant electric power is converted into hydrogen energy while sufficient electric power is obtained, and the stability of energy storage is improved. Through intelligent monitoring, seaborne severe weather is forecasted in advance and actively avoided, and the safety of seaborne energy collection is improved.
