The invention provides an energy recovery control device, a vehicle and a method.The device is applied to the vehicle and comprises a sensing unit used for detecting whether a front axle of the vehicle is locked or not; the calculation unit is used for acquiring a locking torque threshold value of a rear axle and a first energy recovery torque value of the rear axle when the detection result is that the front axle is locked and the road surface close to at least one front wheel of the vehicle is not an intermittent attachment road surface; the first energy recovery torque value of the rear axle is smaller than the locking torque threshold value of the rear axle; and the control unit is used for sending a first control message to an energy recovery device of the rear axle according to the first energy recovery torque value of the rear axle. According to the embodiment of the invention, the locking probability of the rear axle can be fundamentally reduced, so that the safety performance of the vehicle in the energy recovery process can be improved.
