The invention discloses a new energy electric vehicle multi-working-condition whole vehicle thermal management system and method, and the system comprises a refrigerant circulation loop and a cooling liquid circulation loop, and the refrigerant circulation loop and the cooling liquid circulation loop carry out heat exchange through a water cooling condenser (11) and a battery cooler (14); heat exchange management of each loop of the motor (18), the battery pack (15) and the passenger compartment is carried out through the kettle (17), and then the heat is distributed to each loop for use; and multiple working modes including a refrigeration mode, a heating mode, a series/parallel dehumidification and defrosting mode, a battery fast charging cooling mode, a battery heating mode, a low-temperature compressor self-heating mode, a waste heat recycling mode and the like are achieved. The system is wide in applicable working condition range, high in adaptability, complete in function and capable of being used in cooperation with different refrigerant system structures. The system heating operation temperature can be lowered, the power consumption of the whole vehicle can be reduced, consumption can be reduced, energy can be saved, the energy utilization rate is increased, and the heat management requirements of the passenger compartment and the battery pack under different working conditions can be met.
