The invention discloses a control method for speed changing and gear shifting of a hybrid electric vehicle. The method is applied to a transmission control unit (TCU) and comprises the steps that a first target torque value is determined in response to the situation that the received vehicle state sent by the VCU is a braking state or a sliding state; based on the first target torque value, a first torque control instruction and a second torque control instruction are sent to the first MCU and the second MCU once through the VCU every preset time period; in response to the fact that the difference between the rotating speed of the ISG motor and the rotating speed of the clutch sent by the VCU is within the preset speed difference range, a rotating speed control instruction and a gear shifting instruction are sent to the first MCU and the second MCU through the VCU; and in response to a received TM motor gear shifting completion instruction sent by the VCU, based on the first target torque value, a third torque control instruction and a fourth torque control instruction are sent to the first MCU and the second MCU once through the VCU every preset time period. According to the method, the driving smoothness can be ensured in the gear shifting process.
