The thermal management system comprises an engine loop, a heating loop and a battery loop, and different on-off modes of a first three-way valve and a second three-way valve are controlled to be matched with a second pump body and a heater, so that the thermal management of the plug-in hybrid electric vehicle is achieved. Switching among a pure electric heating mode, a hybrid heating mode and a non-heating mode can be achieved, and the functions of passenger compartment heating, battery heating, engine waste heat utilization and the like are achieved; the engine loop is connected with the heating loop through a pipeline connecting piece with at least five connectors, and the flowing path of the connector of the engine oil cooler and the connector of the temperature control module and the flowing path of the connector of the second three-way valve and the connector of the second pump body are arranged in a staggered mode. Therefore, the air-conditioning refrigeration effect of the passenger compartment is improved to a certain extent, and the risk caused by the fact that the heat medium flows through the heat exchanger to heat the battery loop is avoided.
