The invention belongs to the technical field of elevators, and particularly relates to an energy-saving and environment-friendly balanced elevator which comprises an elevator shaft and an elevator car arranged in the elevator shaft, a lifting steel cable is connected to the top of the elevator car, a lifting pulley is arranged above the elevator shaft, and a counterweight shaft filled with water is further arranged on the outer side of the elevator shaft. A balance weight body capable of ascending and descending in water is further arranged in the balance weight well, a balance weight pulley is arranged above the balance weight well, the end, away from the elevator car, of the lifting steel cable is connected with the top of the balance weight body through the lifting pulley and the balance weight pulley, a pressure chamber is arranged in the balance weight body, and a water passing pipe for water inlet and outlet is arranged at the bottom of the pressure chamber. The top of the pressure chamber is provided with the air pressure pipe used for air inlet and outlet, water inlet or water outlet of the pressure chamber is achieved by adjusting the air pressure in the pressure chamber, elevator lifting is achieved by adjusting the balance relation between the balancing weight in water and the elevator car, electric energy consumption of elevator operation is greatly reduced, and the elevator is higher in economical efficiency and safety, more energy-saving, safer and environmentally friendly.
