An outlet of the balance valve is connected with the rod cavity, an inlet of the balance valve is connected with the rodless cavity, and a control port of the balance valve is connected with an emergency oil source used for controlling the balance valve; the oil return pipe is connected with the rod cavity and used for receiving backflow hydraulic oil. An inlet of the proportional valve is connected with the rodless cavity, and an outlet of the proportional valve is connected with the oil return pipe. According to the invention, the safety of high-altitude operation is effectively improved.
