The lower end of the water surface floating ball and the lower end of the in-water floating ball are connected with the two ends of a force bearing rope respectively, an AIS beacon is installed on the top of the water surface floating ball, and a plurality of measuring hydrophones are arranged on the portion, located on the lower end side of the in-water floating ball, of the force bearing rope. According to the invention, all the parts are connected in series through the single bearing rope, the laying of the measuring device and the adjustment of the underwater position of the measuring hydrophone can be realized by tightening and releasing the position of the rope at the end of the water surface floating ball, the operation is simple and convenient, the operation is simple, the cost is low, and the measurement accuracy is high. The influence of sea storm on noise measurement can be effectively reduced, and the accuracy of a measurement result is improved.
