The invention provides a universal transfer vehicle and a hoisting transfer method.The universal transfer vehicle comprises a chassis, a base is rotationally arranged on the chassis, a luffing mechanism and a telescopic arm are hinged to the two ends of the base respectively, the end, away from the base, of the luffing mechanism is hinged to the telescopic arm, and a winding machine of a winding mechanism is arranged at the end, close to the base, of the telescopic arm; the number of the luffing mechanisms, the number of the telescopic arms and the number of the hoisting mechanisms are all two, the ends, away from the base, of the telescopic arms are connected with a transverse moving body through the hoisting mechanisms, a hanging beam is arranged in the transverse moving body in a sliding mode, a driving piece is hinged between the hanging beam and the transverse moving body, the hanging beam comprises a middle beam, two folding pieces, two telescopic pieces and two hanging plates, and the middle beam is arranged between the two folding pieces. Two ends of the telescopic piece are respectively connected with the folding piece and the hanging plate. Compared with the prior art, the distance between the two hanging plates can be kept maximum, then, the adjustment mode of the center point of a hung object of the hanging plates is simple, and thirdly, the hung object can be conveniently lifted by arranging the rolling machine.
