The present disclosure provides "real-time dynamic traffic speed control". A method for controlling an autonomous or human-driven vehicle may include receiving, via a processor, a vehicle communication indicative of a traffic flow parameter, and determining a driver behavior characteristic based on the vehicle communication, determining, via the processor and based on historical driver behavior records, a driver operating characteristic, and controlling the autonomous or human-driven vehicle. A first speed assignment and a lane assignment associated with the vehicle are generated via the processor, and a first speed and lane assignment message is caused to be transmitted to the vehicle. The system uses enhanced sensing techniques to observe vehicle speed and other vehicle modes in a connected environment to acquire real-time road network modes of vehicle behavior, manage traffic through simulation, and send messages to dynamic lane management controls, such as signage, V2V communications, and the like.
