A vehicle body is of a sealed waterproof structure, four driving units are arranged on the lower side of the vehicle body, a driving wheel is mainly composed of two fixedly-connected discs, an eccentric shaft is arranged on a crankshaft and installed in the center in the driving wheel to form a rotating pair, and a driving rod is arranged at the upper end of a synchronous frame. The lower end of the driving wheel is provided with a smooth inner hole and five driven shafts, the synchronous frame is installed in the driving wheel and coaxially and rotationally connected with the eccentric shaft, the six water stirring plates are circumferentially and evenly distributed and installed between the two discs of the driving wheel and form a rotating pair, and the inner side of one water stirring plate is rotationally connected with the top end of the driving rod. The inner sides of the other five water stirring plates are connected with the corresponding driven shafts through connecting rods respectively; the first motor realizes rotation and braking of the driving wheel through a gear and gear ring transmission structure; the second motor realizes rotation and positioning of the crankshaft through a gear transmission structure; the sealing cover is installed on the lower sides of the first motor and the second motor and used for protecting the motors from being damaged by water.
