According to the scheme, fluid such as water is used as a dynamic counterweight medium, the water pump is started to pour water between the far water tank and the near water tank through the control circuit with the dip angle switch when the threshold value specified by the dip angle switch is exceeded, and the purpose of dynamic balance of the whole tower crane is achieved.
