The method comprises the following steps: judging whether an intersection channelization condition meets a preset road condition or not; if yes, whether the non-motor vehicle influence factors meet preset non-motor vehicle influence conditions or not is judged according to the collected traffic data of the intersection; if yes, detecting whether the motor vehicle traffic flow at the intersection meets a preset traffic threshold value or not; if yes, detecting whether the intersection has a space transformation condition for setting a right turn signal lamp; if yes, designing a right-turn signal lamp phase and timing scheme, calculating traffic saturation of a right-turn lane provided with a right-turn signal lamp entrance lane and the entrance lane, and judging whether the traffic saturation is smaller than a preset saturation threshold value or not; if yes, the intersection is suitable for setting a right-turn signal lamp. The invention provides an implementation method capable of judging whether the road intersection is suitable for setting the right-turn signal lamp or not, and the method is simple and clear in use condition, convenient, rapid and high in reliability.
