A wave height meter, a pressure meter, a marine physical property observation instrument, a marine chemical property observation instrument, a marine organism observation instrument, a geophysical observation instrument, a computer and a battery pack are arranged in the lower hemisphere; the marine physical property observation instrument, the marine chemical property observation instrument, the marine organism observation instrument, the geophysical observation instrument and the GPS positioner are all electrically connected with the computer, and the battery pack is electrically connected with the solar cell panel. According to the technical scheme, the problems that an ocean detection device is poor in autonomy and prone to being interfered by climate and sea conditions are solved, and the method can be used for ocean data monitoring.
