The invention relates to a regenerative braking system and a regenerative braking method using reference deceleration during coasting of a vehicle. The regenerative braking system includes: a preceding vehicle identification module mounted to a vehicle, the preceding vehicle identification module configured to determine whether a preceding vehicle is present and measure information about a relative distance and a relative speed from the preceding vehicle; a vehicle sensor attached to the vehicle; and a controller configured to receive information generated from the preceding vehicle identification module and a sensor signal generated from the vehicle sensor, generate a reference deceleration to maintain a distance from the preceding vehicle within a safe distance, generate a drive torque command to output a regenerative braking torque that follows the generated reference deceleration, and transmit the drive torque command to the preceding vehicle. The generated drive torque command is sent to the vehicle drive system.
